    December 29, 2009, (Sawf News) - The Indian government has given its nod to the Snecama – GTRE joint venture to upgrade the Kaveri engine.

    According to the Hindu, the nod followed a backtracking by the IAF on its opposition to the engine, based on the recommendations of a team, headed by Air Vice-Marshal M. Matheswaran. The team, which included officials from the ADA, the IAF and the Hindustan Aeronautics Limited, submitted a report that stated that an engine developed jointly by Snecma and the GTRE would not meet the IAF's performance requirements.

    The IAF had earlier also sought the delinking of the Kaveri and Tejas project.

    On December 14, Defense Minister Shri AK Antony, told the Lok Sabha in a written reply that the proposal on the Kaveri-Snecma engine joint venture for LCA Tejas continues to be under consideration.

    DRDO has offered to co-develop and co-produce 90 kN thrust class upgraded Kaveri engine with M/s Snecma, France to meet LCA Mk-2 requirements within 48 months from the date of project inception.

    DRDO and M/s Snecma will be jointly responsible for engine design, development, flight trials and certification in Tejas.

    The modified Kaveri engine will match the performance of the F414 and EJ2000 throughout the flight envelope of Tejas.

    Minimum changes are required in the airframe to integrate this engine without affecting the weight and configuration of Tejas.

    The proposed engine will be based on Snecama's 'Eco' engine core.

    Snecama, which had earlier indicated that TOT for the core may take 15 years, now believes it can be done in 5 years. It proposes a minimum production run of 250 engines to make the joint venture viable.

    Honestly I dont like seeing a french core for Kaveri. Wish I had atleast a starter knowledge about aircraft engines , so I could know what challenges the Indian scientists are facing and why they cant go ahead in Kaveri development with out foreign collaboration.

    DRDO-SNECMA COLLABORATION

    Firstly Happy New year to Mr.THAKUR and All members.Now as far as DRDO-SNECMA collaboration for 90Kn LCA engine is concerned ,I feel it will result in delays in operationalization of LCA and wastage of taxpayers money because the french are known for stalling tactics when it comes to TOT by incomplete tech transfers and revising cost estimates e.g SCORPENE AND MIRAGE upgrades.We should opt EJ200 and negotiate a tech transfer to build it here.

    DRDO restructuring

    It sseems that all the hullaboo about DRDO's less-then-stellar performance has not gone un-noticed by the government.

    This article about DRDO's restructuring is from TOI.

    I am really intrigued by the last sentence(about forming Defence Technology commission to enable DRDO to have greater say).

    I thought that only the armed forces complain of being ridden roughshod by DRDO - but I guess the feelig is mutual

    NEW DELHI: It’s finally time for defence minister A K Antony to decide whether he wants to let Defence Research and Development Organisation (DRDO)’s time and cost overruns persist or initiate the long-delayed process of transforming it into an organisation capable of delivering cutting-edge weapon systems to the armed forces.

    Antony will later this month get the final roadmap for DRDO’s restructuring as proposed by the P Rama Rao panel and subsequently vetted by a high-level committee led by defence secretary Pradeep Kumar.

    “After several meetings, the defence secretary committee, which also had representation from Army, Navy and IAF as well as other stake-holders, will submit its recommendations to Antony before January-end. The aim is to make DRDO, which has a budget of Rs 8,481 crore this year, more effective,” said a top official.

    Experts, however, say ‘mere tinkering’ will simply not do any longer. Instead, DRDO and its 51 labs need a drastic overhaul, along with a strong push for joint ventures and private sector participation to ensure India develops a robust industrial-military infrastructure. “For a country like India which has global aspirations and the third-largest standing armed forces in the world, it’s very embarrassing that over 70% of its military requirements have to be imported,” said a senior officer.

    The Rama Rao report, on its part, stresses DRDO should concentrate only on 8 to 10 ‘critical technologies’ of ‘strategic importance’ instead of also venturing into making juices, mosquito repellents, titanium dental implants and the like. For this, a dozen or so of DRDO’s 51 labs should be hived off to other ministries and the rest reorganized into five basic clusters — naval systems, aero-systems, combat systems, weapon systems and electronic warfare systems.

    Interestingly, another key recommendation is to create a Defence Technology Commission to allow DRDO to have a greater say

    India completes fence construction on LoC

    This should have been the best new year gift to India in 2010.

    I also heard that New Delhi is contemplating fencing the entire 1800KM (?)border with Pakistan. After that, the exercise will be repeated with borders with Bangladesh. The fence cost around USD 300 million

    India completes the construction of a fence on the Line of Control (LoC) dividing Kashmir between India and Pakistan to control infiltration into the Himalayan region.

    When militancy was at its peak, infiltration was also widespread. Even then the Indian soldiers were able to ambush and kill many militants, said Shikhandi, commanding officer of the Maratha regiment at Sona Gali, in Poonch district.

    He added that, despite Pakistani objections, now that the fence has been completed and the patrolling has been stepped up, infiltration of militants, who routinely cross into the Indian side to attack soldiers, has declined by 80 percent.

    In the year 2004, when the India-Pakistan peace talks over Kashmir resumed and the LoC fencing and International Border construction started, 535 civilians and 325 security personnel were killed. However, the figure drastically declined to 55 civilians and 74 security personnel in 2009.

    The number of rebels shot down also fell from 951 to 244.
