    Gorshkov deal: Navy admits to botching up, remains optimistic

    September 29, 2009, (Sawf News) - The Indian Navy is attempting to defend the indefensible. Luckily, we are not talking about India's coastline but the Admiral Gorshkov / INS Vikramaditya deal.

    In response to a RTI, the service has admitted it placed the $1.5 billion Gorshkov order without visual inspection!

    "As per the contract signed in January 2004, the original package was drawn up based on visual examination in as-is condition wherein it was found that the majority of the equipment, systems could be repaired while the electronic equipment could be renewed," Vice-Admiral S P S Cheema with the Integrated Headquarters, Ministry of Defence (Navy), wrote in his RTI response.

    To better appreciate the perfidy of the negligence, remember that at the time of its purchase the 17 year old aircraft carrier had been rusting in dry docks for 8 years after having sustained an explosion on board.

    If you don't call that junk, what else is junk!

    The Admiral goes on to say "on opening up the equipment for a detailed examination and survey of the state of the hull structures, systems, cabling, etc, it emerged that these could not be repaired and hence would have to be replaced with new ones".

    "These additionalities have resulted in the increase in project costs."

    From the careful wording of the statement, it is clear that it wasn't the Indian Navy which opened up the equipment for detailed examination! The Navy became aware of the problem only when the Russians shocked the country with its exorbitant price hike. If Indian Navy personnel had been on board the Gorshov when it was strip examined there would have been no price dispute and no delay!

    The Navy has now accepted the revised delivery date of the ship as December 2012.

    The casualness with which billions of dollars of taxpayers money is spent should become evident to those unfamiliar with the working of successive Indian governments.

    More importantly, the murky purchase should explain why Kargils happen only to India.

    The most hilarious part of the RTI response is:

    "Russian side has been intimated that the cost revision now proposed by them is final and no further additional ties will be accepted for negotiation. The same has been accepted by the Russian side," he said.

    The Navy is trying to show some spine here! How about some resignation letters from Defense Ministry bureaucrats?

    Interestingly, the Admiral accepted that the Navy could purchase a new aircraft carrier for $3-4 billion, a figure that I have mentioned several times in past discussions on the subject.

    CAG Comments on INS Vikramaditya

    Just a few months back, this is what the Navy Chief Admiral Sureesh Mehta had to say about the price hike. Also, he says there is nothing like analyzing a ship before purchasing it!!

    The Comptroller and Audit General of India (CAG) criticised that Vikramaditya would be a second-hand warship with a limited life span which will be 60 percent costlier than a new one and there is a risk of further delay in its delivery.[12]

    However Navy Chief Admiral Sureesh Mehta defended the price being paid by India for the warship saying "I can't comment on the CAG. But you all are defence analysts, can you get me an aircraft carrier for less than USD two billion? If you can, I am going to sign a cheque right now,".

    When asked about CAG's finding that the Navy had not done its risk analysis before going in for the ship, he said, " I can ensure you that there is no such thing. There is no question, we have been looking at the ship since late 90's.

    with all due respect your price tag of 3-4 billion for new carrier when there are no cost escalation and cost escalation are part of every deal so new carrier would cost between 4-5 billion

    British Help ! ?

    I came across reports that the British has indeed offered to build a new carrier for India should it choose. But the MOD has kept quite on this issue primarily because of the high cost of their new under-construction Queen Elizabeth (CVF) carrier. Do you have any more info on this ?

    firstly great site Vijainder. I'm very eager to see India modernize its defenses. But I've rarely seen so much drama and stupidity regarding arms purchases when it comes to India.

    Most countries just quietly purchase high tech military hardware without so much as a murmur (think of UAE buying Apache helicopters) and they usually don't make moronic decisions or take 20 years to buy some trainer jets.

    I've been following the Gorshkov fiasco closely for a while now. You'd think the Russians put our entire leadership under a spell who keep saying 'yes master' to whatever the russians demand.

    India is not a rich country presently so we should be much more conscientious of how the money is spent. They would've been much better off buying the carrier from the UK or building it themselves.

    They should also build much larger carriers, in the 60-80 ton range, if not equivalent to the nimitz class. I feel that India like a drunken sailor will eventually get there but it'll stumble and fall a lot along the way. Its stomach turning to watch how pathetic they are being.
